What type of fringe benefits is the employer mandated to pay in Mexico?  Most of the wage rates I've seen have been in pesos per day.  How does this get translated into a fully fringed cost per hour?

Calculating the total fringe of an employee in Mexico involves taking the daily wage and adding additional cash benefits, additional non cash benefits and taxation.
