In most cases the incentives that will be available are only for training of new employees. Because of the nature of NAFTA and the transfer pricing aggreement between the US, Canada and Mexico it is very difficult for the Mexican government to offer tax incentives. The local government will usually not have sufficient access to credit to do things like infrastructure, so what is left is using the education system to do training projects for things like CNC operators.
